Residents within the Washington Avenue and Water Street Reconstruction Project Area

RE: City of Ludington – Washington Avenue and Water Street Reconstruction

Dear Property Owner(s):

The City of Ludington will be reconstructing Washington Avenue from Fourth Street to Water Street and Water Street from Washington Avenue to Madison Avenue. This project will include full pavement removal and replacement, replacement of the water main and all water services, replacement of the sanitary sewer and sidewalk improvements.

In order to complete this project in a timely matter, we will need your help and cooperation. Below is information regarding several topics that may be of concern. If you have questions regarding any of these items, please contact:

Matt Hulst, Project Manager - Prein&Newhof at (231) 798-0101, or talk to the Prein&Newhof construction observer that will be on-site during construction.

The construction will be completed by Jackson Merkey Contracting of Muskegon Michigan. Prein&Newhof will be providing construction observation and administration during the project on behalf of the City.

Construction Schedule

Construction is expected to begin on June 16, 2022 and will proceed throughout the remainder of the year with completion expected around November 14, 2022. This project will be completed in phases, the first phase will consist of Water Street and Washington Avenue from Water Street through Second Street and is scheduled to be complete by September 15, 2022. The second phase will be Washington Avenue from Second Street to Fourth Street.

Access

The affected roads will be closed but will stay accessible to residents in the immediate construction area throughout the project, except for short periods of time when pipe will be installed across the roads. Individual driveway access will be interrupted during periods of time for a few hours, but in all cases will be restored by the end of the workday. If access to your storefront will be affected by the construction, we will be contacting you individually to discuss access options and timing to minimize effects to your businesses. Alley access will be uninterrupted throughout the project.

During the first phase residents of Pere Point Village will have access maintained from First Street.

Driveways and Restoration

Driveways that are disrupted during construction will be replaced at the same location, and equal in size and type to the existing drive. Temporary driveway material will also be placed and maintained to provide access to residences during construction. Disturbed grass areas will be restored with topsoil, seed, fertilizer, and mulch. If you have underground sprinklers installed along the road, please mark the heads and approximate locations of the pipe and if possible, remove the heads.

Mail

The Contractor will make the necessary arrangements with the postal service to assure uninterrupted mail delivery.

Garbage Pick-up

The Contractor will make the necessary arrangements with the appropriate waste management companies to assure uninterrupted garbage pickup. Please write your name and address on your garbage bin in a visible location to assist in returning your bin to the proper property. Please make sure your bin is at your curb prior to 6 PM the night before pick-up. If your garbage is picked up in the Alley no impact to service is expected.

Water Services

Many of the water services within the project area will be replaced up to the meter in the building, or up to 18 inches into the building if the meter is located within the right-of-way. If your water service is scheduled for replacement, the contractor will be contacting you during the construction period to schedule your water service replacement. The contractor will temporarily require access into your building prior to and during installation.

Enclosed with this letter is information regarding water services. Please read this information, it is assumed at this time the majority of the water services in the project area are, or at one time were, connected to a lead goose neck.
