City of Owosso issued the following announcement on Apr 5.
NOTICE OF PROJECT PLAN PUBLIC HEARING
FOR THE CWSRF PROJECT PLAN TO REPLACE
AGING INFRASTRUCTURE AT THE WWTP
The Owosso City Council will hold a public hearing to receive comment from interested persons on the proposed Clean Water State Revolving Fund Project Plan to replace aging infrastructure at the Wastewater Treatment Plant (WWTP) at the City Council meeting on Monday, May 16, 2022, at 7:30 p.m. in the City Hall Council Chambers.
The Project Plan focuses on replacing aged equipment and improving the reliability of the WWTP. Phase 1 project construction will involve replacement of biological towers, replacement of filters, disinfection upgrades, and electrical improvements.
The proposed project will occur within the WWTP site and include replacement of existing equipment. Therefore, construction activities would have only a short-term disruption within the WWTP site, including temporary noise and dust associated with construction projects. The improvements should not cause measurable long term detrimental environmental impacts.
The City is requesting a CWSRF loan for project design and construction costs, which are estimated at $13,000,000.

An overview of the project will be presented at the City Council meeting on Monday, May 16, 2022, at 7:30 p.m.
All interested parties are invited to submit written comments on the proposed Project Plan. All comments must be received by 5:00 p.m. on May 16, 2022, to be considered as part of the public record. Written comments received before the hearing record is closed on May 16, 2022 will receive responses in the final project plan. Written comments should be sent to:
